New Modified Rules & Regulations- 3 year term 4/01/2017 to 4/01/2020 ends December 31, 2020

  • For KHBIF Eligibility, 2020 Nominated Horses, all show and breeding horses must be Nominated for KHBIF Awards Program by June 30, 2020, Foals and Yearlings by Aug. 1, 2020 for the KHBIF Futurity , any competitors who desire to show in the INTERNATIONAL GRAND CHAMPIONSHIP CLASSES Oct. 9,10, 2020 at the KY Horse Park Alltech Arena must also have their horses Nominated.
  • KHBIF AWARDS- in order to be compete for 2020 funds, Horses and exhibitors must attend a total of at least 3 Regular Season KMSHA AA shows for 2020.
  • How KHBIF Versatility points are awarded for 2020:

    • You may accumulate points by competing in any of the following sanctioned events: Versatility Show Program at AA National Shows each season (if carried). Classes eligible- trail obstacle, western pleasure, driving and one selected class of your choice. Once you have competed in 3 of the offered classes the accumulated points in all of your Versatility classes will count towards the High Point Horses awards. You must compete in 3 different categories above for your points to count for the year. Same horse, same rider in each show competition. No Exceptions.

    Foals

  • Starting 2014 and after, foals must be bred and born in Kentucky and must prove parentage to be eligible as “Kentucky bred”.
  • Mare must reside in Kentucky at least 45 days prior to foaling.
  • Foal must be registered with KMSHA/SMHA Registry and Member must be in good standing.
  • Nominations are an Annual fee (See 1 above). Foals must be nominated each year by August 1st to be eligible to earn KHBIF Breeders Incentive Fund money. Shows eligible for KHBIF points are AA National Sanctioned Shows, The KMSHA/SMHA Futurity and the KMSHA/SMHA International Grand Championships in October.

    • Mares

  • Mares must reside in Kentucky at least 45 days before foaling.
  • Must be Registered/Certified with KMSHA/SMHA as a Foundation or an approved Appendix mare (see Appendix mare program) and Member must be in good standing.
  • Breeding mares do not need to be Nominated for their offspring to be eligible for KHBIF. Nominations are an Annual fee. Show Mares must be nominated each year by June 30th to be eligible to earn KY Incentive Fund money. Shows eligible for KHBIF points are AA National Sanctioned Shows, The KMSHA/SMHA Futurity and The KMSHA/SMHA International Grand Championship in October.

    • Stallions

  • Stallions must stand and breed in Kentucky or may be collected and have semen shipped to outside mares while they stand in Kentucky. Stallions must reside in Kentucky 45 days prior to breeding.
  • Must be Registered/Certified with KMSHA/SMHA and Member must be in good standing.
  • Owner file Sales and Use Tax form 51A132 with the Kentucky Department of Revenue (form can be found at http://205.204.134.17/kyforms/equine.aspx).
  • Nominations are an Annual fee. Breeding Stallions must be nominated by June 30th to be eligible to earn KY Incentive Fund money and fees paid by the Member or a third party.
  • "Show Stallions” only must be Nominated each year by June 30th to be eligible to earn Incentive Fund money at any AA Show.
  • Shows eligible for KHBIF points are AA National Sanctioned Shows, The KMSHA/SMHA Futurity and The KMSHA/SMHA International Grand Champions in October.

    • Nominations and Futurity: All Breeding or Show horses Nominated to the KMSHA Breeders Incentive Fund are automatically eligible to show in the KMSHA Futurity held during that same year's International Grand Championship.

    Nomination Fees and Eligibility to breed and compete for KHBIF Points:

  • Show & Breeding Stallions $150.00/ per year to show and/or breed
  • Show Mares $100.00 / per year ( Breeding Mares do not need to be Nominated, but are still eligible if Nominated)
  • Weanlings, Yearlings, 2 Year olds to show in conformation only $75.00
  • Geldings and all others $100.00 / per year
    • All Owners, Members must report any changes, such as Ownership, Address changes, alterations, etc. prior to the year-end on Nomination Forms to the KMSHA or they may lose their KHBIF benefits.
    Nominated show horses will earn points by showing at eligible sanctioned AA National KMSHA horse shows, Futurity and other approved KHBIF scheduled events each season. All nominated horses showing will earn their points once they have officially completed their class. Every horse that shows must pass DQP or Licensed Veterinarian inspection to earn any points. Any entry that excuses their horse or is excused by the show management will result in loss of their points. Nominated show horses may only show and receive points once per class. Multiple day shows can result in several additional points if horse shows are on different calendar days and noted and approved as a Double Point Show.

    Notes: At the end of the show season each Owner/Member must submit a show competition form to the KMSHA office that lists all AA shows/events that were attended and the placement of each of their nominated horses at that show/event. Any Owner/Member who receives a Horse Protection Violation will forfeit their entire earnings for the current show season.

    Classification of Competition by Division:
  • AA KMSHA Horse Shows and the International Grand Championship Show.
  • Versatility Shows & Events 3 Phase Event, Trail Obstacle, Working Western, Western Pleasure, Dressage, 4 Gait, Driving, Endurance, Competitive Trail/Cross-Country. Whichever of the above is sanctioned and used for that season.
  • KMSHA Futurity.

    • AA Horse Shows/Events that are sanctioned with: Kentucky Mountain Saddle Horse Association (KMSHA of KY) will qualify.

    Horse Shows/Events must be sanctioned with KMSHA Of KY at least 60 days prior to show date and must supply KMSHA of KY the following information; horse show date, location, time, show bill and also a web page for public to view.

    Horse Shows/Events must have at least 50% of Kentucky Mountain/ Spotted Mountain Horse classes (other breed classes and lead line are not eligible for KHBIF Funds)

    Horse Shows/Events must pay back prize money per class. Class prize money must be at least double the entry fee. Championships can be established for shows, as long as its pays a fixed amount of prize money or a minimum of $50.00 per horse per class. It is up to the show managers discretion on how Championships and prize money will be dispersed.

    Points are awarded according to placing in eligible classes and year end High Point standings. AA National KMSHA/SMHA horse show regular classes will be awarded according to table 1. (below). AA National Championship classes will be awarded according to table 2. (below). KMSHA/SMHA International Show class points will be awarded according to table 3. (below). International Championship and Grand Championship classes will be awarded according to table 4. (below). Year- end High Point placement points will be awarded according to table 5. (below). You must compete in a class at least half of the times the class is offered (if the class is offered 4 times this year you must have shown in it at least 2 times) in order for your points to count.

    Events fall under two categories: AA Shows, Versatility and Futurity

    How Versatility points are awarded:

    You may accumulate points by competing in any of the following sanctioned events: Versatility Show Program at AA National Shows each season. Classes eligible- trail obstacle, western pleasure, driving or any other Versatility class of your choice offered at the show. Once you have competed in 3 of the Versatility classes, the accumulated points in all of your Versatility classes will count towards the 2020 KHBIF VERSATILITY award. You must compete in 3 different categories above for your points to count for the year. Same horse, same rider in each show competition. No Exceptions.

    The KMSHA/SMHA Futurity will be a one-day event to be held annually during the KMSHA/SMHA International Grand Championship. The purpose of the Futurity is so everyone can watch and follow each year’s development or “the future of the breed” of the horses as they develop and maintain our truly wonderful Standard of exquisite mountain horses. The Futurity can help us all as a Gauge, so we can follow the future of the breed from year to year. Are we improving the characteristics of our breed? How are our breeding Stallions and Mares doing? Are we developing more mountain horse characteristics with our spotted offspring? This will be the most important competition of the year and so will the amount of KHBIF points awarded. A minimum of 50% of the entire KHBIF Fund will be dedicated for this event. All Stallions, Mares and their offspring must be nominated each year in advance of the Futurity. At minimum , 50% of total KHBIF Fund will go to Kentucky bred and Nominated horses shown in the annual KMSHA FUTURITY Note: Weanling class will be the highest recipients of points (One and One Half points) at the Futurity each year.

    The total 50 % balance of the annual KHBIF funds after Futurity cut will then be divided by percentage as shown below in divisions 1 & 2 below. Any qualified horse may show in both divisions, although Division 1 Horses must be Nominated to the Futurity.

    Your total number of points earned will then be multiplied by the point value giving you your total award. (at this point we do not know the total dollar amount of KHBIF Funds awarded to the KMSHA so there is no exact dollar factor at this point.)

    The KHRC will notify the KMSHA/SMHA in March of the next year with our total dollars allotted.

    With 100% being total Points to Nominated Horses:

  • 50% to Nominated horses shown in the annual KMSHA FUTURITY Note: Weanling class will be the highest recipients of (1 1/2 points) at the Futurity each year. (No Geldings)
  • 50% to Show Stallions, Mares/Geldings nominated and shown in AA Shows/Events and the KMSHA International Grand Championship.
    • The above POINTS EARNED will be converted to money earned, split accordingly and will be approved by the Kentucky Horse Racing Commission. Award checks will be distributed the following year from the Kentucky Department of Treasury. Award checks will only be distributed to owners when all program requirements have been met. Any owner not meeting the requirements will not receive their share until requirements are met. All Registration and Nomination paperwork must be up to date. Transfers and Ownership, addresses and other contact information must be current or risk losing all points earned for the entire season. All paperwork will be checked.

    Deadline for nomination of any show horse is now JUNE 30th of each season. Any fees paid after JUNE 30th will count towards the following years show season.

    Any weanling born prior to the October 31st cutoff date for the previous year are eligible to compete for this year’s fund as a weanling. This current competition years foals, planning on showing as a weanling, will have 90 days from date of birth to be registered and nominated if they want to show in the current show season. January 1st will be the official age change for all horses being nominated.

    Any nominated horse that has a change in ownership must:

    Submit a change of ownership form to the KMSHA of KY no longer than 30 days after the change of ownership occurs.

    Transfer ownership with registration at KMSHA.

    All earned money will be awarded to current owner as recorded in the KMSHA/SMHA registry and as identified on the official Registration Certificate (see KMSHA definition of Owner http://www.kmsha.com), unless a horse is leased. Copy of any lease must be sent to KMSHA of KY with application. Transfers of any horse(s) ownership must be up to date and recorded and all fees paid to the KMSHA registry prior to submission to the KHBIF. No split funds will be paid to multiple owners. Owners as listed on the registration

    Documents will be the only ownership recognized. All funds are transferred with the horse or otherwise as submitted in writing and approved by the association on a timely basis.

    All earned money will be awarded to current owner as recorded in the KMSHA/SMHA registry and as identified on the official Registration Certificate (see KMSHA definition of Owner http://www.kmsha.com), unless a horse is leased. Copy of any lease must be sent to KMSHA of KY with application. Transfers of any horse(s) ownership must be up to date and recorded and all fees paid to the KMSHA registry prior to submission to the KHBIF. No split funds will be paid to multiple owners. All funds are transferred with the horse or otherwise as submitted in writing and approved by the association on a timely basis .

    All Shows and Events managers are required to keep track of and submit a list of results for shows and events that they managed during the current show season.

    It is the owners responsibility to keep a record of all classes and shows attended. If shows are not documented, they will not be counted. All records must be turned in on or before November 15 to be eligible for incentive money. NO late submissions will be accepted.

    The KMSHA of KY Inc. along with approval of the Kentucky Horse Racing Commission (KHRC) reserves the right to alter the conditions of all or part of the Kentucky Mountain Saddle Horse Breeders Incentive Fund.

    Any attempt in connection with the Kentucky Mountain Saddle Horse Breeders Incentive Fund to provide false or misleading information to KY breed affiliates or government officials, or to otherwise engage in fraudulent activity, shall result in appropriate disciplinary action by the Kentucky Mountain Saddle Horse Breeders Incentive Fund and the application of all administrative, civil and criminal penalties that may apply.

    Note: All decisions based upon points are considered final by the KMSHA of KY. Review may take place if requested by formal notice to the KMSHA, but no later than Oct.31st of each year.
